Played 07/09/2017 starting at 09:40. I gave it four stars because it's got potential, but was probably more 3 stars when we played, due to poor maintenance. Facilities are about as basic as possible, small clubhouse with pro shop and a small bar/cafe. There are toilets at the 9th and 14th, but no other facilities of any kind (other than ball washers). Staff very nice, the pro shop clerk volunteered that the greens were not in good condition and gave us a bit of a discount. Greens were in fact in pretty bad shape, with lots of bald patches and ran pretty slow (where there was grass). Fairways and roughs had been mowed but the cuttings left, leaving large clumps of cut grass to add to the 'interest', particularly in the roughs. Both fairways and greens were soft, so there's very little runout on any shot, and balls landed on the green rarely move more than a foot from where they landed.
The course design is very nice, with lots of variation between holes and some good interesting challenges, without being so difficult that only a single digit handicap player can enjoy (we're 22 & 26 hcp). It's definitely a mountain course, with elevation changes, sloping fairways, and great views.
The ruins from the financial crisis surround the upper elevation holes, with swaths of unfinished condo complexes lining the fairways. Makes things a bit more interesting, in a dark sort of way...

The entrance was a turn-off: the toilets and showers were housed in a filthy container, a challenge both olfactorily and hygienically. The buggy, highly recommended due to the numerous steep and long inclines, moved only with a jolt and at a snail's pace from the second hole onward. It took about ten attempts to call the pro shop before we finally got through. The promised replacement cart arrived at the fifth hole. It had the same defect as the first. Our playing partners said it was common knowledge that many of the white carts had problems. We should ask for a green one. Another call to the pro shop, successful on the fifth attempt. Our request for a green replacement cart was refused due to lack of availability, as was our request for a functioning white one instead. We continued our jolting journey at a snail's pace; on several of the steep inclines, the man got out and, as it turned out, was pushing the cart. After the round, we politely but firmly expressed our dissatisfaction and requested a refund for the cart. This was brusquely rejected.
Our request to speak to the manager was aggressively refused with the bizarre explanation that they didn't even know him. Doña Julia is one of the most expensive courses in the region. The fairways and greens are well-maintained, but everything else is an outrage. No driving range, just a tiny, token putting green in front of the dingy bar. Never again.
